He's sorry he's just now signing off. He thinks the text JL sent him is nice, but he won't set it to music - he describes all his reasons: he has no time at all, he has been busy with the violin concerto and the concerto for 2 pianos and would like to rest. Now he is working on the 2nd symphony. So he won't be writing an overture - he's not good at that kind of thing and, in fact, the text itself doesn't suit him. He's describing the weather.
